Ronald Coulter, owner, is a graduate of the University of Mary Hardin-Baylor (MS – Health Services Mgt./Health Administration) and the University of Texas Southwestern Medical Center at Dallas (BS Health Administration). He is a Fellow of the American College of Healthcare Executives (FACHE), Certified in Healthcare Facility Management (CHFM), Life Safety (CLSS-HC) and is Board Certified in Safety (CHSP) and Emergency Preparedness (CHEP) through the International Board for Certification Services and Management.

Ron has worked in healthcare for over 30 years and has over 20 years of regulatory compliance experience in healthcare safety, security and emergency preparedness. Most recently, Ronald has served as a hospital surveyor with Accreditation Commission for Healthcare, but historically served as Director of Hospital Operations at Memorial Hermann Memorial City Medical Center in Houston, Texas, with responsibility for Fire/Life Safety, Emergency Management and Environment of Care. Ron served at Parkland Health & Hospital System in Dallas, Texas as the Director of Environmental Safety and Texas Health Cleburne Walls Regional as Director of Engineering, Safety and Security in Cleburne, Texas, as well as Texas Health Southwest Fort Worth as Manager of Safety and Security, in Fort Worth, Texas.

In his duties as a Director of Safety, he provided extensive experience in Life Safety, Environment of Care, Fire Safety, and Emergency Management. As a facility Safety Officer, Ron has helped organization teams prepare for The Joint Commission® survey, as well as responsibilities related to regulatory compliance for OSHA, EPA, FDA and local authorities having jurisdiction.

As a regular part of his roles, Ron had broad responsibilities for conducting Emergency Management Programs, including drills/exercises with local EMS personnel, including Fire and Police and managing the complex setup of decontamination teams. In the sub-specialty of Emergency Management, Ron has developed and maintained training in Hospital Incident Command System (HICS) utilizing the principles defined in the National Incident Management System (NIMS). In the course of his experience as a Safety Officer, Ron has acquired certifications in NIMS 100, 200, 700 and 800 and been responsible for hazardous chemical training and education.

As owner of Coulter Consulting Services, LLC, Ron utilizes his experience and training capabilities to evaluate organization survey readiness and to proctor students seeking the International Board for Certification Services and Management certification(s). As a consultant Ron evaluates the organization’s Physical Environment (PE) Program, prepares facilities for TJC survey, and consults on-site for EC Program development.

Ron is certified as a HAM radio operator with call sign KE5 JIJ.  He has served as a radio operator at many of the organizations where he has served.
